Maru retcons stuff though? It was one of many ways Maru tried to "balance" matters. You could call it backtracking but Maru admitted to purposely lowering YGGDRASIL cheese at least a bit and increasing New World's potential. This manifested in various ways of course.

Even so, Vassal NPCs are unregulated to our knowledge; the 'infinite' NPC backtrack just places a hard limit on Level 90+ beings.
