 Anyway, what I was alluding to earlier was instances as follow. There's appears to be a certain mechanic at play given it's regularity, mainly in cases of Warrior types and Mind/Charm type abilities to some capacity. you can chalk it up to 'Focus ' perhaps but it seems to be a common idea among Martial Art users or those in said fields. If it was just level based it doesn't explain Climb's case vs unless you factor in it's more based on Succulent's ECL probably. Offhand I can think of several plausible explanations for this from outside sources but ultimately those probably will not convince people. So I'll just leave the passages and let people decide on their own.
